Unstable and difficult to get dog inside the carrier

I bought this for my Australian Terrier (9.5KG) and he just about fits when sitting. The problem is that the backpack is unstable on the wheels, and it's very difficult to get my dog to go into the backpack via the side, because the backpack keeps rolling around and tipping over. At the moment I can only lift him up and put him in, which is not the best because I would prefer to train him to be able to walk in himself, but that's impossible to do with the backpack rolling around and tipping over.
